May 24, 2011

TORONTO, May 24, 2011 /CNW/ - Pacific Rubiales Energy Corp. (TSX: PRE; BVC: PREC) announced today that it has partnered with EXMAR to develop a liquefied natural gas ("LNG") export project in northern Colombia. EXMAR (Euronext: EXM) is a Belgian-based diversified shipping group serving the international oil and gas industry.

The project involves the construction and development of a liquefaction and regasification barge, a small scale vessel particularly fit for delivering LNG to industrial consumers, and the development of a pipeline from the Company's La Creciente gas field to the Caribbean coast. The transportation of LNG will serve the growing export markets of the Caribbean and Central American markets to substitute for other expensive liquid fuels. Front end engineering and design for the project have been initiated. It is expected the project and pipeline will be fully operational during 2013.

Pacific Rubiales has previously announced its strategy to secure market access by participating in key oil and gas transportation and infrastructure projects.

Pacific Rubiales, a Canadian-based company and producer of natural gas and heavy crude oil, owns 100 percent of Meta Petroleum Corp., a Colombian oil operator which operates the Rubiales and Piriri oil fields in the Llanos Basin in association with Ecopetrol, S.A., the Colombian national oil company. The Company is focused on identifying opportunities primarily within the eastern Llanos Basin of Colombia as well as in other areas in Colombia and northern Peru. Pacific Rubiales has working interests in 45 blocks in Colombia, Peru and Guatemala.

The Company's common shares trade on the Toronto Stock Exchange and La Bolsa de Valores de Colombia under the ticker symbols PRE and PREC, respectively.

Boe may be misleading, particularly if used in isolation. A boe conversion ratio of 5.7 mcf: 1 bbl is based on an energy equivalency conversion method primarily applicable at the burner tip and does not represent a value equivalency at the wellhead.

EXMAR, headquartered in Antwerp, is a diversified and independent shipping group serving the international gas and oil industry. Apart from providing the ships for the transportation of these products, it also performs studies and undertakes the management of commercial, technical and administrative activities for the oil and gas industry. EXMAR strives to create shareholder value over the long term by balancing long- and short-term agreements to counteract volatility in the freight market, combined with providing services that are tailored to the needs of the customer. EXMAR is quoted on Euronext Brussels (EXM).
